What does Circular C808 say?

With Circular C808, dated 13 October 2026, CySEC informs its regulated entities that AMLA, the EU's Anti-Money Laundering Authority, will hold a public hearing on draft regulatory technical standards (RTS) under Article 11(6) of Regulation (EU) 2024/1620. The RTS set out the rules for a central AML/CFT database and specify the type of information supervisors will transmit to it, and the procedures, formats and timeline of the transmission.

According to AMLA, the hearing takes place on Tuesday 3 November 2026, 14:00 to 16:00 CET, and registration ends at 14:00 CET the same day. CySEC recommends that regulated entities attend.

What is the central AML/CFT database?

The database will be the single point where supervisory authorities in the EU report and retrieve information. It will bring together data on individual obliged entities and on supervisors and their activities. Once it is established, authorities across the AML/CFT supervisory system can use it to identify risks and trends and to support targeted, effective supervision, and AMLA will rely on it to oversee how the EU supervisory system works.

The reporting duty falls on supervisors, not on firms: AMLA's consultation page states that the rules place no direct obligations on private companies. The database will nonetheless hold data on individual obliged entities. For the supervisory set-up in Cyprus, see our study note on AML supervisory authorities.

How do firms take part?

Register for the hearing through the link on AMLA's consultation page. The consultation opened on 7 October 2026 and closes on 3 November 2026 at 16:00 CET. AMLA's consultation paper on the draft RTS is available on the same page.

AMLA invites contributions from a wide range of stakeholders, including obliged entities, supervisors and financial intelligence units, and welcomes practitioners with relevant experience.
